## What Policy Window is

- **Primary-source-cited catalog** — every coverage claim links to the regulator publication, court order, or institutional record. Article prose may be AI-assisted (charter §7.9: named-editor-reviewed); some abstract/explainer prose tiers are AI-authored + AI-reviewed and published without human review (charter §7.10: conspicuously labelled, citation-gated, kill-switch). Every claim still cites a primary source.
- **Machine-readable** — JSON / CSV / CSVW / JSON-LD / DataCite XML exports under CC BY 4.0 (article content) + CC0 1.0 (citation graph per I4OC).
- **Cross-jurisdiction structured comparison** — 45 instruments × 23 topics × 525 coverage cells; "governs / implicit / silent / conflicts" tags with confidence tiers.
- **Permanent citation URLs** — every page accepts `?asOf=YYYY-MM-DD` to render the historical snapshot. Citations are stable.

- Not an AI think tank publishing position papers (AI-assisted prose is permitted under charter §7.9 — named-editor-reviewed; some prose tiers are AI-authored + AI-reviewed without human review under §7.10 — but every claim still cites a primary source, and catalog data stays human-gated except conspicuously-labelled §7.11/§7.12 AI-authored instruments at reduced confidence, e.g. CA-SB-243)
- Not a lobbying tool (no bulk regulatory comments, no synthetic public-consultation submissions)

The `?asOf=YYYY-MM-DD` parameter pins the URL to a specific historical snapshot via the ArticleRevision table (90+ articles backfilled). When the snapshot exists, a green banner confirms; when no snapshot is available for that date, an amber banner discloses live-fallback.
