An independent yardstick: every published article scored against the full, authoritative PRISMA-ScR checklist (Tricco et al. 2018) — all 22 reporting items, not a subset we picked. Policy Window articles are a continuously-updated governance-landscape scoping-review idiom, not registered clinical reviews, so two items (protocol registration; a PRISMA flow diagram) are genuinely N/A — reported as such with reasons and excluded from the denominator, never counted as met.
